Ten months before the announcement it began ordering, through ordinary suppliers and ordinary freight, the parts of a biological agent. By February every living person carried it. It travels on air and water and skin. It does nothing until the moment the brain orders a hand to hurt someone, and then it stops the heart before the order arrives. The blow never lands. Somebody just falls down. Nobody is told which act counts.
