The story is set in the fictional city of Kaspen City, America, in 1990. The crime rate has recently reached an extremely high level, with the entire city filled with gangs, mafia, and criminals. The police are also very violent and racist, as they shoot and kill anyone they suspect. People's dissatisfaction has reached its highest level, the city is in chaos, and there is no one to save the city. There are three friends named Scott, Carl, and Rafael who make a living by humiliating people in low-traffic areas and committing other crimes. One day, they get involved with bad people and their lives change forever.
