In the subterranean, steam-driven city of Oakhaven, memory is currency—distilled into liquid and traded to pay off debts. Kael, a quiet memory weaver, stumbles upon a forbidden obsidian vial containing the erased thoughts of Oakhaven's First Architect. Inside lies a horrifying secret: the city was intentionally flooded to build an underwater cage over a sleeping sea leviathan, and the Glass Council is harvesting the citizens' memories to keep the creature sedated. Hunted by Enforcers and allied with Vesper, a sharp smuggler, Kael must reach the Central Spire with a master override cipher.
