In a city where eye color determines social worth, blue-eyed citizens are forced into labor camps beneath the constant watch of drones, propaganda broadcasts, and militarized overseers. The ruling brown-eyed elite live high above them in the luxurious Inner Ring, while green-eyed children—rare, controlled, and politically mythologized—are raised as symbols of order between classes. Lira Holt has spent her life surviving the Outer Zones by staying unnoticed. She knows how to lower her eyes during inspections, how to hide anger before it becomes “instability,” and how quickly people disappear once the city decides they are inconvenient. But when a young girl vanishes from her labor camp and rumors spread of growing unrest, Lira becomes drawn toward secrets her missing mother once tried to uncover—secrets tied to a buried part of the city erased from official history. Cael Voss was raised at the center of power as the government’s celebrated green-eyed “miracle.” Groomed for public ceremonies and political symbolism, he has spent his life believing the system keeps society stable, even if it can be cruel. But after witnessing the labor camps firsthand and discovering evidence the government has lied about green-eyes, disappearances, and the city’s foundations, Cael begins to question everything he was taught to represent. When violence erupts during a camp inspection, Cael helps Lira escape, forcing the two into an uneasy alliance as the city turns against them both. Hunted through forests, tunnels, and abandoned sectors beneath the city, they uncover traces of Facility 12—a hidden operation connected to human experimentation, behavioral control, and the forbidden underground ruins buried beneath the modern city. As surveillance tightens and unrest spreads through the Outer Zones, Lira and Cael are pulled deeper into a conspiracy that threatens the foundations of the regime itself. What began as survival slowly becomes something far more dangerous: the possibility that the entire social order was manufactured from the beginning.
