Book Three of the "River and Friends" series.  It can stand alone—but I recommend reading Book 1: "River and the Bug" and Book 2: "The Beagle and the Robin" as well as a couple Alison Alistair stories and "The Reaper Wears a Scarf" stories just to familiarize yourself with the characters and world.
