Between wooden stakes and velvet curtains lies a far more pressing frustration for the modern-day vampire: bureaucracy. Under the United Species Authority, USA for short, a rigid supernatural government does its best to regulate, categorize, and thoroughly inconvenience every creature of the night. For Luca, an otherwise normal student, this would be entirely irrelevant, if not for his unfortunate proximity to Victor, an unstable aristocratic vampire and a walking administrative violation. As Luca is dragged into a system that takes itself far too seriously, and Victor continues to exist in ways that are increasingly difficult to justify on official paperwork, the two are forced to navigate a supernatural world where the real horror isn't death. It's paperwork.
