After crushing a rebellion in the Heylin Empire, the young Prince Adrian Maryy travels to Taisia to confront Old King Varelion. The king forces Adrian to sit through a presentation on the dangers of flying machines, given by the chairman of the local central bank. After the chairman leaves, the king asks, "Why do we share the world with these charlatans?" The exiled elf Kai has spent eight hundred years collecting the names of the pilots who died in ancient wars. He writes these names in The Book of Dead Pilots. With a powerful necromantic ritual, he brings them all back into the world at the same time. The youthful Algot Gunn, imperial marine and intelligence agent, investigates rumors of people who can remember their past lives. During his investigations he meets Glenice, a woman who remembers being a pilot of machines capable of flying faster than sound. Together, in the midst of a terrible war that ravages Taisia, they work to bring airplanes back into the world. As the war rages on, the new Emperor's illegitimate daughter, Lady Peace, is carefully educated by the elf Scylla, who was eyewitness to most of the important events spanning seven thousand years. For the world is broken, and it was the banks who broke the world. Ancient ascendants play their hands to set things right, and Lady Peace stands at the fulcrum.
