In 2050, humanity lives inside a single, seamless city ruled by the Kokuritsu Union - an algorithmic state built on surveillance, risk management, and quiet brutality. Among its greatest threats are the Gaikakusha: humans born with an aberrant organ that externalizes during adolescence, granting terrifying physical power at the cost of uncontrollable hunger and psychological erosion. Officially, they are classified as biohazards. Unofficially, they are reminders of a future that arrived too early. The world everyone enforces was shaped by a single catastrophe: the Kisaragi Collapse of 2030, when an SS-Class Gaikakusha known as Shirogane leveled an entire city ward before being “neutralized.” The incident justified everything - kill-on-sight authority, population surveillance, and the creation of Tokugai itself. Reiji Shigure, a high-schooler, with a keen interest in the gaikakusha, is met with a tragedy - he turns into one himself. Now he needs to find himself and accept his cruel fate.
