GOING LEGIT

Pluto outnumbered and soon to be overwhelmed by the aggressive Inner System Authority (ISA) had developed FTL then super-sized it to move Pluto and its moons to a new system 212 light years from Earth.  Then Pluto moved a Micro Black Hole to its' old location leaving the ISA to wonder what they attempted that ended so badly.  In Plutos new location they were finally left along to enjoy their gangster paradise.  With no governments looking over their shoulder they were free to innovate and grow,  but not for the majority.  Pluto was slowly dying, but there was hope.  A habitable planet was found.  A colony was set up with a minimal government to keep the local biosphere from being destroyed and the syndicates that moved in from killing it with gang wars.  It worked exceeding well.  Top Boss Irene declared herself Queen of Pluto and imposed a constitutional Monarchy trying to copy the success of that colony. These are the stories of Pluto's Growing pains as it adapts to a new government, new laws and not solving every problem with violence.
